Victims around the world have been writing their representatives and law enforcement about being targets of energy based technologies destroying their health and lives. As yet the U.S. has failed to respond or help in any way. A congressional investigated is needed immediately.

Citizens across the United States and abroad have long complained of being “attacked” with voice weapons that impose strange “voices” into and around their skulls. As yet, these people are usually dismissed as being schizophrenic, and directed to be psychiatrically assessed. Police and social workers may be called to make the initial assessments, transporting these people to psychiatric units where many are held involuntarily for 72 hours, sometimes known as “pink slipping”.

Social connections are often changed once a person has been pink slipped. The patients are given a lower standing in society so that if they talk about having strange things happen to them such as hearing voices they are often disbelieved by family and the rest of society for reasons of being “mentally unstable” or for being “unable to face their mental illness”.

As more of these people explain their experiences online and become friends with other people having similar experiences, information is being shared about weapons that can actually cause these “symptoms” to occur.

Naturally, upon learning that these terrible symptoms could literally be caused by criminals using harmful technologies on them, these “victims” are often very angry at having their lives and health so disrupted. Many of these people talk about having their lives destroyed, family relationships broken and becoming physically and financially devastated. Many years of suffering is shared among the targets of what may be a combination of horrifying technologies being imposed on citizens. This may be known as the age of technological terror.

These victims have some highly educated professionals on their side who have spoken out against unregulated weapons technologies so that the public is uninformed and unprotected.

Dr. Nich Begich has traced the development of HAARP (High-frequency Active Auroral Research Program) in Gakona, Alaska and wrote the book, “Angels Don’t Play This HAARP”. He wrote about the warning made by Dr. Patrick Flanagan, the inventor of the Neurophone. The Neurophone converts sound into electrical impulses that bypass the ears but can still be heard if directed to any point of the body.

Dr. Flanagan was quoted as saying that electronics will play a large part in medicine and and that “People will be treated electronically rather than with medicine.” Begich explained in his book that Dr. Flanagan was concerned that HAARP was “the biggest brain-entrainment device ever conceived,” and “According to HAARP records, when the device is built to full power it can send VLF and ELF waves using many wave forms at energy levels sufficient to affect entire regional populations”.

What the public does not know is that ELF frequencies can be manipulated externally to affect people’s brain functions.

In an online video, Dr. Begich explains that the awake brain where learning takes place is in the Alpha range of 7 — 12 Hz. Sleeping and dreaming states fall into lower frequencies of 1 — 7 Hz.

Begich said that any external signal can override normal brain function and change brain chemistry if it is at the right pulse rate. HAARP, if accidentally or deliberately, could affect 70% – 80% of the population in a large region, based on military research.

In his book Begich wrote,

The Neurophone is one of the most powerful brain entrainment devices yet developed. ” Given the Defesne Intelligence Agency’s interest in the erlier device, it is very likely that they have also continue to work to improve it. Discussions with Drs. Patrick and Gael Crystal Flanagan over the last year about the HAARP project, revealed that this radio transmitter, the ionospheric heater, could possibly be used as a wireless Neurophone. This use has the greatest invasive possibilities.

Dr. Begich explained that the military is going in the direction of energy based technologies for use in war so that infrastructures are left standing but people are affected or killed. In 21st Century warfare, the public is not informed that energy based technologies have already been developed that could potentially be used to affect their brain functions.

The victims who hear sounds and voices in their heads know otherwise and have tried to pressure our government to investigate these technologies. They know energy based weapons have long been used to mimic psychiatric conditions and that when they tell their doctors they are referred to psychiatric treatment and not believed.

Our government must own up to the terror being perpetrated on public citizens. Power to develop energy based weapons must be taken away from military, corporations and researchers until the public has been fully informed around the world and U.S. citizens are provided with complete protections against such technologies.

Russian space experts are struggling to decode fresh telemetry signals received from the stricken Phobos-Grunt probe. Meanwhile, rumors are circulating that America’s ionosphere research site in Alaska caused the spacecraft’s failure.

On Wednesday night, the European Space Agency’s station in Perth, Australia, established communication with Phobos-Grunt, which has been rotating helplessly around the Earth since its engines failed to fire two weeks ago.

The Perth station sent a command to the Russian craft which caused it to transmit long-awaited telemetry data, which was duly forwarded to Russian specialists.

Staff at the Lavochkin Association, which built the ill-fated Mars probe, are working on decoding the telemetry. Some insider reports suggested that the signal was scrambled beyond recovery due to lack of compatibility between Russian and European communications equipment, although this has been neither confirmed nor denied officially. If true, however, engineers should be able to make the necessary adjustments before the next communication session.

Meanwhile, a retired Russian general believes that the glitch which prevented Phobos-Grunt from carrying out its space mission was caused by American radar sites in Alaska.

General-Lieutenant Nikolay Rodionov, who used to command the country’s ballistic missile early warning system, told Interfax that “the powerful electromagnetic radiation of those sites may have affected the control system of the interplanetary probe.”

The general was apparently referring to the High Frequency Active Auroral Research Program (HAARP) site located in Gakona, Alaska. The facility’s stated purpose is the study of the ionosphere and its use for communication. But several popular conspiracy theories say it is developing a superweapon with potential to cause natural disasters on a global scale, including earthquakes, climate change and reversal of the magnetic poles.

US$, Wars & Earthquakes

At the end of WWII, an agreement was reached at the Bretton Woods Conference which pegged the value of gold at US$35 per ounce and that became the international standard against which currency was measured. But in 1971, US President Richard Nixon took the US$ off the gold standard and ever since the US$ has been the most important global monetary instrument, and only the US can print them. However, there were problems with this arrangement not least of all that the US$ was effectively worthless than before it reneged on the gold-standard. But more importantly because it was the world’s reserve currency, everybody was saving their surpluses in US$. To maintain the US$’s pre-eminence, the Richard Nixon administration impressed upon Saudi Arabia and therefore Organisation of Petroleum Exporting Countries(OPEC) to sell their oil only in US$. This did two things; it meant that oil sales supported the US$ and also allowed the USA access to exchange risk free oil. The USA propagates war to protect its oil supplies, but even more importantly, to safeguard the strength of the US$. The fear of the consequences of a weaker US$, particularly higher oil prices is seen as underlying and explaining many aspects of the US foreign policy, including the Iraq and Libyan War. The reality is that the value of the US$ is determined by the fact that oil is sold in US$. If the denomination changes to another currency, such as the euro, many countries would sell US$and cause the banks to shift their reserves, as they would no longer need US$ to buy oil. This would thus weaken the US$ relative to the euro. A leading motive of the US in the Iraq war — perhaps the fundamental underlying motive, even more than the control of the oil itself — is an attempt to preserve the US$ as the leading oil trading currency. Since it is the USA that prints the US$, they control the flow of oil. Period. When oil is denominated in US$ through US state action and the US$ is the only fiat currency for trading in oil, an argument can be made that the USA essentially owns the world’s oil for free.

So long as almost three quarter of world trade is done in US$, the US$ is the currency which central banks accumulate as reserves. But central banks, whether China or Japan or Brazil or Russia, do not simply stack US$ in their vaults. Currencies have one advantage over gold. A central bank can use it to buy the state bonds of the issuer, the USA. Most countries around the world are forced to control trade deficits or face currency collapse. Not the USA. This is because of the US$ reserve currency role. And the underpinning of the reserve role is the petrodollar. Every nation needs to get US$ to import oil, some more than others. This means their trade targets US$ countries.

Because oil is an essential commodity for every nation, the Petrodollar system, which exists to the present, demands the buildup of huge trade surpluses in order to accumulate US$ surpluses. This is the case for every country but one — the USA which controls the US$ and prints it at will or fiat. Because today the majority of all international trade is done in US$, countries must go abroad to get the means of payment they cannot themselves issue. The entire global trade structure today works around this dynamic, from Russia to China, from Brazil to South Korea and Japan. Everyone aims to maximize US$ surpluses from their export trade.

Until November 2000, no OPEC country dared violate the dollar price rule. So long as the US$ was the strongest currency, there was little reason to as well. But November was when French and other Euroland members finally convinced Saddam Hussein to defy the USA by selling Iraq’s oil-for-food not in US$, ‘the enemy currency’ as Iraq named it, but only in euros. The euros were on deposit in a special UN account of the leading French bank, BNP Paribas. Radio Liberty of the US State Department ran a short wire on the news and the story was quickly hushed.

This little-noted Iraq move to defy the US$ in favor of the euro, in itself, was insignificant. Yet, if it were to spread, especially at a point the US$ was already weakening, it could create a panic selloff of US$ by foreign central banks and OPEC oil producers. In the months before the latest Iraq war, hints in this direction were heard from Russia, Iran, Indonesia and even Venezuela. An Iranian OPEC official, Javad Yarjani, delivered a detailed analysis of how OPEC at some future point might sell its oil to the EU for euros not US$. He spoke in April, 2002 in Oviedo Spain at the invitation of the EU. All indications are that the Iraq war was seized on as the easiest way to deliver a deadly pre-emptive warning to OPEC and others, not to flirt with abandoning the Petro-dollar system in favor of one based on the euro.
Informed banking circles in the City of London and elsewhere in Europe privately confirm the significance of that little-noted Iraq move from petro-dollar to petro-euro. ‘The Iraq move was a declaration of war against the US$’, one senior London banker told me recently. ‘As soon as it was clear that Britain and the US had taken Iraq, a great sigh of relief was heard in London City banks. They said privately, “now we don’t have to worry about that damn euro threat”.

First Iraq and then Libya decided to challenge the petrodollar system and stop selling all their oil for US$, shortly before each country was attacked.The cost of war is not nearly as big as it is made out to be. The cost of not going to war would be horrendous for the US unless there were another way of protecting the US$’s world trade dominance.

Guess how USA pays for the wars? By printing US$ it is going to war to protect.

After considerable delay, Iran opened an oil bourse which does not accept US$. Many people fear that the move will give added reason for the USA to overthrow the Iranian regime as a means to close the bourse and revert Iran’s oil transaction currency to US$. In 2006 Venezuela indicated support of Iran’s decision to offer global oil trade in euro. In 2011 Russia begins selling its oil to China in rubles

6 months before the US moved into Iraq to take down Saddam Hussein, Iraq had made the move to accept Euros instead of US$ for oil, and this became a threat to the global dominance of the US$ as the reserve currency, and its dominion as the petrodollar.

Muammar Qaddafi made a similarly bold move: he initiated a movement to refuse the US$ and the euro, and called on Arab and African nations to use a new currency instead, the gold dinar. Muammar Qaddafi suggested establishing a united African continent, with its 200 million people using this single currency. The initiative was viewed negatively by the USA and the European Union, with French president Nicolas Sarkozy calling Libya a threat to the financial security of mankind; but Muammar Qaddafi continued his push for the creation of a united Africa.

Muammar Gaddafi’s recent proposal to introduce a gold dinar for Africa revives the notion of an Islamic gold dinar floated in 2003 by Malaysian Prime Minister Mahathir Mohamad, as well as by some Islamist movements. The notion, which contravenes IMF rules and is designed to bypass them, has had trouble getting started. But today Iran, China, Russia, and India are stocking more and more gold rather than US$.

If Muammar Qaddafi were to succeed in creating an African Union backed by Libya’s currency and gold reserves, France, still the predominant economic power in most of its former Central African colonies, would be the chief loser. The plans to spark the Benghazi rebellion were initiated by French intelligence services in November 2010.
In February 2011, Dominique Strauss-Kahn, managing director of the International Monetary Fund(IMF), has called for a new world currency that would challenge the dominance of the dollar and protect against future financial instability. In May 2011 a 32 year old maid, Nafissatou Diallo, working at the Sofitel New York Hotel, alleges that Strauss-Kahn had sexually assaulted her after she entered his suite. On Aug 18 2011, Venezuelan President Hugo Chavez announces a plan to pull Gold reserves from US and European Banks .Venezuela reportedly has the largest oil reserves in the world. Venezuelan President Hugo Chavez has been a strong proponent for tighter Latin America integration (a move away from the power of the US banking cartels).

President Hugo Chavez formed oil export agreements with Cuba, directly bypassing the Petrodollar System. Cuba was among those countries that were later added to the “Axis of Evil” by the USA. Venezuelan President. Hugo Chavez has accused the US of using HAARP type weapons to create earthquakes.

On Aug 24, 2001 a 7 magnitude earthquake rocks Northern Peru bordering Venezuela which doesn’t use the Petrodollar system and Brazil which has been engaged in discussions to end US$ denominated oil transactions. Is it a coincidence that these uncommonly powerful earthquakes are occurring in historically uncommonly large numbers during such a short period of time?. And that they are occurring in or close to countries that have been seriously discussing plans to leave the Petrodollar system, or are already outside it?

HAARP stands for High Frequency Active Auroral Research Program. It is an ionospheric research program that is jointly funded by the US Air Force, the US Navy, the University of Alaska and the Defense Advanced Research Projects Agency. The HAARP program operates a major Arctic facility, known as the HAARP Research Station. It is located on an US Air Force owned site near Gakona, Alaska.
It has been speculated that HAARP has the ability to manipulate weather and produce earthquakes. It is capable of directing a 3.6 MW ( 3.6 million watts) of energy in the 2.8–10 MHz region of the HF band up into the ionosphere. It has been speculated that this energy can be bounced off of the ionosphere and directed back down at the earth to create earthquakes. Patents have been applied for discussing such applications. It has also been cited by the military as a technology that could potentially be used by adversaries to produce such events.

What has been suggested is that HAARP based technology is being actively used to emit powerful radio waves that permeate the earth and subsequently cause strong enough oscillations along fault lines of targeted areas to produce earthquakes. Sound implausible? Low power radio waves have been used for many years to locate oil and gas deposits deep below the earth’s surface.

Can the high power radio waves of HAARP be used to produce such intense vibrations as to cause an earthquake? Perhaps. A similar type of thing occurs when an opera singer uses her voice to produce the specific frequencies and vibrations needed to shatter a glass. The scale of course is much larger with an earthquake, but the idea is the same. It is also been suggested that HAARP based technology can be used to encourage/produce various weather phenomena such as hurricanes, flooding, or drought through manipulation of the ionosphere.

Whether or not we find the above information unlikely, plausible or probable may not be the issue. No doubt that there are some serious moral and ethical considerations of such a realization.
China and Venezuela have suggested that a HAARP type technology weapon is capable of such and attack and has it possibly been used against their countries.

What would the probable response be to such an attack be? An armed conflict with the US? Or perhaps something more within reach and even more damaging at this point, the elimination of the Petrodollar system and a subsequent dumping of surplus dollars into the international and US financial markets resulting in the quick collapse of the US$.

Some may wonder, why attack these countries with HAARP? The most probable answer would be to destabilize their economies and currencies and to prevent a move away from the US$ and the Petrodollar system..

What’s the News: Scientists analyzing the March 11 earthquake in Japan will have the benefit of some of the most sensitive and comprehensive atmospheric data yet, thanks to satellites monitoring climate. And a team has now reported a strange effect—a sudden spike in the temperature in the atmosphere above the quake site—detected just before the event. If the spike was related to the quake, and other earthquakes do the same thing, it might help scientists predict such cataclysms in the future.

How the Heck:

• The team’s analysis, which has not yet been published in a journal yet (only in the non-peer reviewed arXiv), finds that before the earthquake, the number of electrons in the ionosphere above the epicenter increased dramatically, peaking three days before, and the infrared radiation (that is, the heat) grew as well, peaking just hours before.
• This finding is consistent with the idea that the planet’s atmosphere and geologic activity are linked through something known as the lithosphere-atmosphere-ionosphere coupling mechanism. As the arXiv Blog explains, this idea holds that when a tectonic plate is undergoing great stress before an earthquake, it releases radon gas. The gas ionizes the air, releasing lots of loose electrons, which then go on to cause the condensation of water, a process that releases heat.
• So far, the connection doesn’t seem like an easily dismissible coincidence: After analyzing more than 100 other earthquakes, the researchers have found that large (>5.5 magnitude), shallow (<31 miles below the surface) quakes had similar correlations with atmospheric ionization and heat.

Not So Fast: Predicting earthquakes is fertile ground for cranks and plain-old bad hypotheses (Water running uphill! Animals acting weird!), and it’s easy to jump to conclusions with too little data. While the team hasn’t made any outlandish claims, a number of follow-up analyses are required to see whether this effect is reliably connected to quakes. This spike needs to be seen before more earthquakes, and it needs to be clear that it only happens when an event like this is imminent. If similar jumps in atmospheric ionization and heat can happen in the absence of a quake—that is, if there are lots of false positives—they’re no good as predictors.

This is conclusive proof that HAARP was used to trigger the fault. “the number of electrons in the ionosphere above the epicenter increased dramatically, peaking three days before”. That kind of spooky action does not emanate from subduction zones a mile below the surface of the ocean. It can only be HAARP.

A huge 8.9 Richter scale earthquake rocked Tokyo today resulting in a giant tsunami causing incredible amounts of damage, injuries and deaths.

My first reaction was to check the University of Tokyo’s HAARP induction magnetometer to see if HAARP was fired up around the time of the quake. Sure enough, following a week of electromagnetic silence, HAARP was turned on at approximately 0:00 hours 9 March, 2011 UTC and has been going strong since. Here is the data for the last 36 hours:

Next I started searching the net for other evidence linking HAARP to Japan and found these videos from 2009and 2010 where HAARP or some similar weather modification device is clearly being used over Japan skies:

Lastly I found an interesting article regarding the 2007 Niigata, Japan earthquake called “Western Bankers Threatened Japan with HAARP Eco-Destruction a Year Before China Quakes.” Before the Niigata earthquake, just as before the China and Chile quakes, strange aurora-like lights were seen in the sky, lights that HAARP experts have confirmed are caused by electromagnetic disturbance coming down from the ionosphere:

(NaturalNews) Discussions of weather control technology used to be limited to the hushed gossip of conspiracy theorists, but it turns out the conspiracy theorists were right (again). Today in Abu Dhabi, scientists have successfully manipulated entire weather systems, causing up to fifty downpours of rain across the Al Ain region the desert nation over the last year.

It’s all being accomplished by a team of scientists working for Sheikh Khalifa bin Zayed Al Nahyan, the president of United Arab Emirates. They have erected entire fields of giant ionizers to generate waves of negative ions which rise into the lower atmosphere and attract dust particles. The dust particles, in turn, attract condensation from the ambient air, and when enough condensation is achieved, the clouds can’t hold the water anymore and a downpour of rain is unleashed. The whole system was devices by a Swiss company named Metro Systems International.

This last year saw huge rainstorms over Abu Dhabi during July and August — months that are normally bone dry in the desert. Where are the skeptics now?

What I find really interesting in all this is that, for decades, the so-called “skeptics” have insisted that all this talk about weather control is pure conspiracy theory. If you tell a typical conventional doctor that “weather control technology can make it rain in the desert,” they’ll look at you as if you were some kind of nut.

But it turns out the skeptics are getting soaked over this issue, as usual. This technology is up and running right now, bringing rain to Abu Dhabi at a fraction of the cost of desalination plants. The conspiracy theorists were right yet again about the existence of weather control technology. Relative Gulf Stream velocity fields are derived from near-realtime data from the radar altimeters of the satellites Envisat, Jason-1, and Jason-2.

These pictographs are of velocities of the Gulf Stream in the vicinity of the East coast of North-America. Velocities are represented in meters per second. It would appear that not only is the oil continuing to flow from the Gulf, as I have blogged and despite the denials by Obama and BP, but that this flow is finishing off a Gulf Stream that already was slowing, probably for natural and cyclical reasons. As we know, the Gulf Stream sends warm Florida water to northern Europe. This could trigger either a Little Ice Age (much longer and harsher winters, as in the period 1400-1800) or even the return of a full Ice Age.

AND THAT COULD BE CATASTROPHIC FOR THE WHITE RACE, WHICH WOULD HAVE TO ABANDON NORTHERN EUROPE, NORTHERN RUSSIA AND CANADA.

Researchers on a scientific expedition in the Atlantic Ocean measured the strength of the current between Africa and the east coast of America and found that the circulation has slowed by 30% since a previous expedition 12 years ago.
The current, which drives the Gulf Stream, delivers the equivalent of 1m power stations-worth of energy to northern Europe, propping up temperatures by 10C in some regions. The researchers found that the circulation has weakened by 6m tonnes of water a second. Previous expeditions to check the current flow in 1957, 1981 and 1992 found only minor changes in its strength, although a slowing was picked up in a further expedition in 1998. The decline prompted the scientists to set up a £4.8m network of moored instruments in the Atlantic to monitor changes in the current continuously.
If the current remains as weak as it is, temperatures in Britain are likely to drop by an average of 1C in the next decade, according to Harry Bryden at the National Oceanography Centre in Southampton who led the study. “Models show that if it shuts down completely, 20 years later, the temperature is 4C to 6C degrees cooler over the UK and north-western Europe,” Dr Bryden said.

The River Thames was frozen over by the Little Ice Age which was caused by a weakening of the Gulf Stream 800 years ago.

PARIS: The ‘Little Ice Age’ that began in northwestern Europe 800 years ago was caused by a weakening of the Gulf stream – the same ocean current that shows signs of diminishing today, a new study shows.

Four hundred and seventy years ago, England’s King Henry VIII travelled on the surface of the River Thames – by horse. Legend has it that the monarch was pulled all the way from central London to Greenwich on a sleigh on the icy surface of the river, which had frozen from bank to bank that winter because of bitter cold.

London’s so-called Frost Fairs, in which carnivals were occasionally held on the thickly frozen river, were a hallmark of the Little Ice Age that seized Northwestern Europe from around 1200 to 1850. And a new study published in the British journal Nature, explains why this phenomenon occurred.

It puts the blame on a weakening of the Gulf Stream, the current which takes warm water from the tropical mid-Atlantic up to Europe’s western coastline and provides those countries with balmy weather even though they are on the same latitude as chilly Labrador.

The evidence comes from sediment cores from the region where the Gulf Stream enters the North Atlantic Ocean, called the Florida Straits.

In January 2010 Scotland and British Isles faced the most severe winter in decades with the temperatures dropping to a record level of -21°C in Highlands. Snow and ice covered United Kingdom for about three weeks – the longest cold snap for almost 30 years. Airports, roads, trains and other usual public activities were affected by severe weather.This type of weather is highly unusual as winter in Scotland is often not as cold as you might expect given the latitude of the country.

The IPCC, the United Nation’s Intergovernmental Panel on Climate Change, reported in 2007 that global warming was “very likely” to shut down the Gulf Stream,

plunging some temperate areas into localised ‘ice ages’. Britain would be badly hit by the freeze. ‘Climate change’ scientists have argued that the stream has slowed down significantly since 1990.
Scientists have found however that there’s actually no evidence to support the IPCC’s claim that the Gulf Stream is failing. The Gulf Stream supplies a constant flow of warm water and temperate weather to northern Europe. Without it, the region’s countries would be between 4 and 6 degrees colder than they generally are.

1 Dec, 2010 – In Denmark we have worst November cold for 131 years. In Vestervig in northern Jutland, the temperature stayed low as -4.5 degrees, the lowest November temperature measured there at midday since the 1879.
Also at Fano was a near record cold. Here the thermometer is not over -3.9 degrees, the coldest there since 1884, the coldest in 126 years.
Copenhagen too was icy, and historically cold. With a maximum temperature of -4.2 degrees at Landbohøjskoen in Frederiksberg, one would return to 1890 to find a colder November day.

Based on what has already happened (to the Loop Current and the Gulf Stream/North Atlantic Current/etc. and global weather patterns), and what is continuing to happen, we can project increased global climate changes that are both serious and near in terms of time. We may be entering a full new Ice Age.

There is no known way to clean up the massive amount of free crude oil, stripped of its lighter elements by dispersants, now on the bottom of the Gulf of Mexico and in significant parts of the Atlantic Ocean (where the Gulf Stream flows). The use of Corexit and other dispersants by BP, with the full cooperation of the Obama Administration has created the most significant danger to the entire planet in recorded history. This is what happens when a great nation slips into being a Third World type of nation, where money alone is the key driving force in government actions.

As full knowledge of the scope of the oncoming mega-disaster to the planet becomes known, the Obama Administration will find itself in a political crisis way beyond Watergate (that cost Nixon his presidency) or the sex affair that almost cost Clinton his presidency. The Gulf Stream importance in the global climate themoregulation processes is well assessed. The latest real time satellite (Jason, Topex/Poseidon, Geosat Follow-On, ERS-2, Envisat) data maps of May-June 2010 processed by CCAR (Dolorado Center for Astrodynamics Research), checked at Frascati Laboratories by the means of the SHT congruent calculus and compared with past years data, show for the first time a direct evidence of the rapid breaking of the Loop Current, a warm ocean current, crucial part of the Gulf Stream. As displayed by both by the sea surface maps and the sea surface height maps, the Loop Current broke down for the first time around May 18th and generated a clock wise eddy, which is still active. As of today the situation has deteriorated up to the point in which the eddy has detached itself completely from the main stream therefore destroying completely the Loop Current.
Since comparative analysis with past satellite data until May 2010 didn’t show relevant anomalies, it might be therefore plausible to correlate the breaking of the Loop Current with the biochemical and physical action of the BP Oil Spill on the Gulf Stream.
It is reasonable to foresee the threat that the breaking of a crucial warm stream as the Loop Current may generate a chain reaction of unpredictable critical phenomena and instabilities due to strong non linearities which may have serious consequences on the dynamics of the Gulf Stream thermoregulation activity of the Global Climate.

An L.A. county jail will be testing the Assault Intervention Device.

Officials at a Los Angeles County jail plan to test out an invisible heat-beam weapon originally developed by the military as a way to subdue brawling inmates by making them feel “intolerable heat.” The technology, called an Assault Intervention Device, is a non lethal-weapon developed by Raytheon Company. It originally was scaled down for use at the jail. The device “emits a focused beam of wave energy that travels at the speed of light and produces an intolerable heating sensation that causes targeted individuals to flee. The sensation immediately ceases when the targeted individual moves away from the beam,” according to Raytheon’s website. Deputies have tested the device, which is controlled by a jail officer using a joystick. “We believe that technology can help solve problems facing the corrections community, including addressing issues of inmate violence,” Sheriff Lee Baca said during a news conference. “The Assault Intervention Device appears uniquely suited to address some of the more difficult inmate violence issues without the drawbacks of tools currently available to us.” “This device will allow us to quickly intervene without having to enter the area and without incapacitating or injuring either combatant,” Baca added. Officials say they hope the device can help quell inmate assaults and reduce prison violence. Its use will be monitored by the U.S. Department of Justice’s National Institute of Justice and Pennsylvania State University. The device was installed and is being tested at Pitchess Detention Center at the L.A. County jail in Castaic, California.

Weather Wars and the Devil’s HAARP

The weather forces of Earth are volatile indeed.   Even in the human era we have passed through cataclysmic times of both fire and ice, destruction and rebirth; recorded throughout the world in legends and religious texts. Are the current weather events part of that natural wave pattern of upheaval and stability, man-made global warming, a cyclical eruption of the sun, or are there clear manufactured patterns emerging?

With this in mind, let’s consider some recent events that might suggest HAARP has achieved its full operational potential as a weapon that can be accurately directed to a given target if geopolitical masterminds give the order.

• Venezuela Drought — The worst drought in 50 years came in late 2009 after Elites labeled Hugo Chavez an authoritarian (despite repeated popular elections).  They indicated a desire to, “divert the country toward a democracy.”  That type of rhetoric often indicates a mission to destabilize a regime, and impose a true dictator subservient only to the whims of the Globalists.  Big Oil hates iconoclastic leaders who are not members of The Club.  The benefit of political instability can set the stage for a future coup, so we have to wonder if a weather weapon was tested to produce anger among the populace.  Chavez invoked El Niño at the time, but did indicate his awareness of U.S. weather weapons after the Haiti Earthquake.

• Pakistan Floods — The suddenness of the weather could be a tipoff.  This is a disaster that experts are saying dwarfs the impact of the 2004 Tsunami in Indonesia, and is the worst in Pakistan history.  And it came by surprise.  Unlike a Tsunami which can have a random earthquake as its source, weather has been charted enough to put meteorologists on TV who presumably make a living off of their accurate analysis. Yet, millions have been affected, and hundreds of villages erased by this anomalous event that dropped from the skies.  A recent article in the Daily Mail has scientists speculating that a blocked jet stream is causing a prolonged weather system over Pakistan . . . as well as Russia.  A stated ability of HAARP is to “perturb the ionosphere,” which can lead to the stalling, or supercharging of weather systems, as the jet stream is affected.  In fact, it appears that the jet stream has split in two, with one arm going north over Russia, and the other arm heading south into Pakistan; the region in the middle is feeling the effects.

• Russia Heat Wave — The worst heatwave in the nation’s history is slowing its economic recovery and causing destabilizing anger in the populace. Major media coldly states that the Russians’ penchant for alcohol is to blame for the subsequent deaths. Meanwhile, talk of a climate weapon is increasing in volume.  Then there is Global Warming and carbon taxes:  Russia has been a holdout on the effects of man-made Global Warming and the attendant need to tax industry.  Premier Medvedev stated in late 2009, “We will not cut our development potential.”  He also made it clear that  he believed that Global Warming was, “some kind of tricky campaign made up by some commercial structures to promote their business projects.”  Yet, who can doubt the effects of man-made warming now?  Medvedev was quoted recently doing a complete about-face, “What’s happening with the planet’s climate right now needs to be a wake-up call to all of us, meaning all heads of state, all heads of social organizations, in order to take a more energetic approach to countering the global changes to the climate.”

• Freak U.S. Storms — Washington D.C. has been getting pounded.  A recent storm came out of nowhere.   Could this be retaliation from Russia for a perceived (or real) attack on its main agricultural region? The storms produced the first hail in the state’s history and dumped 5 inches of rain per hour, amid 180,000 lightning strikes. Or, perhaps it was domestically inspired — the area’s freak storm claimed the life of community leader and activist, Carl Henn.  Either way, experts are noting in Russia and D.C. that a change in the jet stream has led to the significant events.  The D.C. events come on the heels of a strange storm in Montana, curiously not long after the governor turned down Federal stimulus money.

The recent death of Ted Stevens is a disturbing development.  Some sources indicate that he was ready to reveal that Obama had given the green light to use weather weapons.  And Stevens might have known; he was the Senator in 1988 that had to be “convinced” to allow his state to house the HAARP project.  At the time, Stevens was insisting to detractors that the HAARP array could end fossil fuel dependence.  Perhaps this is what he was led to believe, so he let the project sail through . . . until he later learned otherwise.  Also on board the plane was former NASA administrator, Sean O’Keefe, who was enlisted by Stevens to help research the truth.

Government acronyms are very often revealing for their propagandizing; in reality being a 180-degree turn away from what is implied.  HAARP invokes a sense of the peaceful strumming of angels in harmony with all creation. Yet, even if we conclude the most benign intentions, a familiar chestnut warns us that the road is paved straight to Hell.  The title of the definitive book on the subject states it best:  Angels Don’t Play This HAARP.  That is because the strum of mechanistic manipulation is discordant with Nature; it plays a devil’s tune, rasping its way across the strings of existence.

On Earth, it is played out as Full Spectrum Dominance where it needs souls to succeed.  This is the free will of humanity — you must choose your side.  History is a catalogue of Man’s attempts to imitate the Divine.  He has not yet succeeded, but he might just die while trying.

Strong winds and heavy rains are taking the place of the record heat which has been baking Central Russia since the middle of June. On Sunday, a hurricane hit north-western regions of the country, up-rooting trees and causing streets to flood. The storm swept through residential areas over-turning cars, damaging railways and electricity wires. Forecasters say the hurricane level winds will hit Moscow within the next few days. There’s little respite from the extreme weather which has already endangered lives in Russia this year. Ambulance crews have been in a tough battle to get to people with the number of emergency calls at record levels.

Fire and Smoke in Western Russia on August 4, 2010

According to Russian scientists the origin of the heatwave currently sweeping the country would be Alaska, in a room heavily guarded by the Navy and the U.S. Air Force where rows of antennas are aligned. The allegations sound like a new chapter of the Cold War, with Russian scientists accusing the U.S. of using secret weather weapons.

The heatwaves in Russia have led to hundreds of fires throughout the country directly causing the death of 52 people and indirectly killing thousands due to the thick toxic smog. Temperatures in Russia have exceeded 40 degrees creating an environment for fires to soar. To date the fires have razed around 174,000 hectares and damaged a quarter of Russian crops due to drought, triggering a ban on wheat exports until the end of 2010. This in turn caused wheat prices to explode by a staggering 70 per cent.

Gueorgui Vasíliev, a physicist at the University of Moscow, went as far as blaming the HAARP project for all cataclysms that have occurred in the world since 1997.

Andrei Areshev, deputy director of the Strategic Culture Foundation, wrote recently, “At the moment, climate weapons may be reaching their target capacity and may be used to provoke droughts, erase crops, and induce various anomalous phenomena in certain countries.”

The article has been carried by publications throughout Russia’s media, including “International Affairs,” a magazine published by the Foreign Ministry and by the state-owned news agency RIA Novosti.

According to the accusations, the program in question far from being a scientific project to study the functioning of the atmosphere and the effects of climate change, as defined by the Department of Defense U.S., would be a powerful ionospheric heater that would amend the electricity floating in the atmosphere, causing climate effects that could be directed toward a specific part of the world. Seen like this, HAARP would be a powerful geophysical weapon.

Russia also has a similar program which goes under the name of SURA and its origin dates back to the days of the USSR, created in 1981, during the Cold War, the Russian program has also had its share of targeted accusations, when American meteorologist Scott Stevens accussed the Russian military of the source cause that resulted in Hurricane Katrina and devastated New Orleans in 2005.

The abnormally hot weather in the central regions of Russia has already caused serious economic damage. It has destroyed crops on roughly 20% of the country’s agricultural land lots, the result being that the food prices are clearly set to climb next fall. On top of that, fires are raging over peat lands around Moscow. These days, the majority of forecasts concerning the climate are alarming: droughts, hurricanes, and floods are going to be increasingly frequent and severe. Director of the climate and energy program of the Wildlife Fund A. Kokorin says that the current trend is not a random phenomenon and should not be expected to subside (1).

In this particular context, the credibility of projections emanating from the Wildlife Fund, an influential international organization running worldwide operations styled as environment-protection programs, is beyond question (2). The reason is that the global warming which is the subject of heated academic (or, occasionally, absolutely unscholarly) debates is not necessarily an uncontrolled process. At least, the incidence of the current anomalously high temperatures exclusively in Russia and some adjacent territories invites alternative explanations.

Back in the 1970ies, Z. Brzezinski invoked in his Between Two Ages the theme of weather control, which he regarded as a form of broader social regulation. No doubt, the heavyweight of the US geopolitical thinking had to take interest not only in the immediate social but also in the potential geopolitical implications of influencing the climate. He was not the only author to probe into the issue but, due to obvious regards, information on the progress in the sphere of climate weaponry is unlikely to spill over secrecy barriers in the foreseeable future.

M. Chossudovsky, an economics professor from the Ottawa University, wrote in 2000 that in part the ongoing climate change could be triggered by the use of new-generation nonlethal weapons. The US is certainly exploring the possibilities of controlling the climate in several regions of the world. The corresponding technology is being developed in the framework of the High-Frequency Active Aural Research Program» (HAARP) (3), the objective being to build a potential to launch droughts, hurricanes, floods, and earthquakes. From the military standpoint, HAARP is supposed to create a novel type of weapons of mass destruction and an instrument of expansionist policy which can be used to selectively destabilize environmental and agricultural systems of target countries (4). Technically, the system is known to be a set of sources of electromagnetic radiation affecting the ionosphere. It comprises 360 sources and 180 aerials having the height of 22 meters (5). Altogether the station emits 3,600 kW towards the ionosphere, being the world’s most powerful system of the kind (6). There are two version of stories being reported on the Air Blue crash near Margala Hill. Nawai Waqt reports that the plane was hijacked by Blackwater mercenaries who wanted to crash it on the Kahuta Nuclear plant. I think people all over the world and their governments need to come together and demand answers from the USA.

I for one was baffled by the Air Blue plane crash a night before the floods swamped 1/5 of Pakistan. Based on my reaodns on HAARP it certainly fits the bill.
The Air Blue Flight unable to fly through the beam (Again alarm bells should ring as to why the beam was directly over Islamabad – was it the intended target), unable to land it all findings appear to an explosion in the air. A completely freak explosion of a mid sized airplane.

Geoengineers are proposing large scale global projects to reduce solar radiation. They want to force the oceans into absorbing more CO2 through “fertilization”, and they work on carbon sequestration and weather modification.

PART I
Concerned Citizens Demand Answers about Global Stratospheric Aerosol Geo-engineering Programs

What would you say if you were told that airplanes were regularly spraying toxic aerosols in the skies above every major region of the world? That is exactly what a group of protestors were claiming outside of the annual American Association for the Advancement of Science (AAAS) meeting that was held in San Diego from February 18-22. However, inside the convention center was a different story. The scientists gathered to discuss the “plausibility” of implementing various Geo-engineering campaigns throughout the world, all under the guise that the Earth has a man-made global warming problem that can be solved in-part by spraying aerosol aluminum and other particles into the sky to block the sun. When these scientists were asked about the possibility of existing aerosol programs; they stated that no aerosol spraying programs have been implemented to date. A little confused? Why would protestors gather outside of a meeting making claims that world-wide aerosol programs were under way if scientist were only now discussing the possibility of implementing these programs? Could it be that one of these groups is being deceived?

Mauro Oliveira, the Webmaster of Geoengineeringwatch.org, was one of the protestors. He claimed that the program for Stratospheric Aerosol Geo-engineering (SAG), AKA chemtrails, has been well under way around the world. As a matter of fact, Oliveira stated that witnesses from around the globe claim that heavy aerosol spraying is occurring almost every day over just about every city. He went on to explain the difference between a contrail and a chemtrail. He stated that when a jet airplane flies at a certain altitude, a visible trail of streaks of condensed water vapor sometimes form in the wake of the aircraft. This is called a contrail. Contrails are normal and usually dissipate in a few seconds. They are very similar to when we breathe in cold weather. According to Oliveira, what occurs behind a SAG plane spraying aerosols is quite different. What can be seen is a thick white line also called a chemtrail that lingers in the sky for several hours. The SAG lines are sprayed into the upper atmosphere and then spread out forming what then appear to be clouds. The particles from these aerosols then fall to the ground where they enter our soil and water and can also be inhaled.

Another group of protestors had traveled over 10 hours from a small Shasta County community in Northern California. They became concerned about SAG when many from this community began to see dramatic changes not only in the sky, but also on the ground. Trees were dying, grass was not growing and many farmers were having difficulty getting any crops to grow on their farms. The crisis prompted biologists from the community to take action by testing the soil. The results were shocking. Aluminum, barium and other elements were found to be up to thousands of times higher than normal limits. Such high quantities lead to unhealthy PH levels in the soil which can be deadly to ecological life systems. These shocking results led to additional testing of Lake Shasta with samples from the Pit River arm tributary that tested over 4,610 times the maximum contamination level of aluminum allowed in drinking water in the state of California. Also, peer reviewed scientific studies conclude that bio-available aluminum, now found in huge quantities in rain world-wide, is very harmful to flora and thus the eco-system. Ironically, these are the same substances the scientists are considering implementing in the various potential “future” aerosol spraying campaigns that were being discussed at the meeting.

A large number of other protesters became interested in SAG after experiencing burning eyes, migraine headaches, anxiety, irregular heartbeat, high blood pressure and other health problems on days that airplanes were allegedly witnessed spraying aerosols in the sky. Deborah Whitman, Founder and President of the non-profit environmental organization Environmental Voices and also Producer of the documentary “Sky Lines” is no stranger to these symptoms. She has been hospitalized over 51 times on what she calls “heavy spraying days”. Whitman has committed her life to helping people who claim to be experiencing similar problems resulting from aerosol spraying and gets calls from all over the U.S. in response to her website and documentary. Her recommended health tips can be found at www.environmentalvoices.org. Other indicators that possibly validate the claim that SAG is connected to health problems are the respiratory mortality rate, which has risen from eight on the list of mortality to third in the past five years, and the fact that Alzheimer’s and other illnesses linked to aluminum have continued to rise around the globe at astronomical rates since the inception of the alleged spraying.

The AAAS meeting hosted some of the world’s leading geo-engineering scientists. With years of education and even more experience in their respected fields, the scientists looked at geo-engineering issues from many angles. Workshop subjects ranged from, the effectiveness of geo-engineering to potential problems and even touched upon the issue of ethics. According to independent reporter Stewart Howe of Los Angeles, all of the scientists seemed to be looking for solutions to what they believe is the problem of global warming. Howe stated that the scientists appeared to be carefully weighing both the pros and cons of SAG when presenting potential campaigns to address the man-made global warming theory. Many were actually advocating alternative methods to combat this issue due to the potential risks of SAG that include droughts, ozone depletion, less solar power, decimated weather patterns, military use of technology and other various environmental impacts. Howe said, “after witnessing the aerosol spraying for years, I was surprised by the discourse among scientists.” Stewart went on to say that he believes that most of the scientists attending seemed to be separated from the knowledge of any current SAG deployment. As a matter of fact when asked about current SAG operations, leading geo-engineering scientist Ken Caldiera replied that he was unaware of any current aerosol spraying operations and when prompted to explain the long lingering trails left behind planes, he stated that they are simply normal contrails from jets.

David Keith, another leading scientist and expert in the field of geo-engineering, discussed the well-funded studies that have been conducted to predict potential future risks as well as benefits associated with geo-engineering. Some of the potential benefits include a cooler planet, and the reduction of melting sea ice and rising sea levels. Keith discussed what aerosol particles would be most effective in achieving the stated goals of the SAG program. He went on to say that initially sulfur was considered, however, aluminum is more effective and can be used by adding ten to twenty mega-tons per year into the stratosphere. When asked about health related studies that have been conducted to predict the potential risks of adding the particles in our air, Keith stated that many studies have been completed and indicate few risks. However, when asked specifically about the use of aluminum as an aerosol, he said “we haven’t done anything serious on aluminum, so there could be something terrible that we will find tomorrow that we haven’t looked at.” After the meeting, Keith showed consideration to the protesters by initiating a discussion about the SAG program outside where the protestors were standing. When confronted with concerns about SAG deployment from the group, he went on to say that he shared similar views and is against any deployment until proper research is completed to determine potential risks of aerosol spraying. He also went on to say that he is unaware of any current SAG operations, but, would be willing to look at any scientific proof if presented to him.

As the skies around our world continue to change, there is strong evidence that points toward current deployment of massive aerosol operations. Could it be that scientific data and studies are being used to implement pre-mature full-scale SAG programs with-out the knowledge of the top scientists who are involved with the research? If so, what kind of ethical considerations can we expect from the geo-engineering community in the future? It is hard to believe that the strange white lines in the skies witnessed around the world and the toxic elements found in the soil, water and air are from an unrelated source. We the people, in partnership with the scientific community need to challenge not only the environmental and health risks associated with SAG but also the numerous world-wide allegations about current deployment. It is imperative that we become educated and involved in uncovering the truth of this alleged crime against both nature and humanity. The future of our planet depends on it. As concerns continue to grow around the world about this issue, additional information including meet-up groups can be found on various chemtrail and geo-engineering websites.

Could Aluminum, Barium and Other Substances From Stratospheric Aerosol Geo-Engineering Programs be Destroying Eco-Systems around the World?

A Closer Look.

What would you do if you were told that toxic substances being sprayed into the sky are falling to the ground and decimating eco-systems around the world? This very claim, made by concerned citizens outside the American Association for the Advancement of Science (AAAS) meeting last month in San Diego, sparked my interest to investigate further.

The AAAS meeting hosted several top geo-engineering scientists who gathered to discuss the “plausibility” of implementing various geo-engineering programs throughout the world. One of the options addressed was the stratospheric aerosol geo-engineering (SAG) , AKA chemtrail program, where scientists discussed the “plausibility” of spraying aerosol aluminum, barium and other particles into the sky to block the sun as a means to “reduce” the Earth’s temperature. When asked specifically about the potential risks associated with using aluminum in the program as an aerosol, scientists replied by stating that they have not studied much about the risks associated with aluminum and added that something terrible could be found tomorrow that they haven’t looked at. When probed further about the deployment of existing aerosol programs, the scientists stated that no aerosol spraying programs have been deployed to date.

The concerned citizens I met outside the meeting were claiming quite the opposite. They came in protest after witnessing airplanes that they believe are regularly spraying aerosols into the upper-part of the sky. Many from this group have tested and found extremely high levels of aluminum, barium and other substances in their soil, rain, water and snow. Ironically, the substances that they reported finding are the same substances the scientists are “considering” implementing in the various aerosol spraying programs discussed at the meeting. They also believe that these substances are leading to the destruction of eco-systems and are coming from already deployed SAG programs. Due to the severity of this issue and my desire to know the truth, I was led to Shasta County in the Northern part of California to investigate not only the claims of what is being reported in the sky, but also claims of what is in the rain, water, snow and soil from what many residents are saying is the result of SAG programs.

The first stop on this trip led me to Dane Wigington’s beautiful 2000 acre property overlooking Lake Shasta. As we toured his breath-taking land, he pointed to multiple trails that blanketed the sky. He claimed the trails are present on most days above Northern California. Wigington referred to this as a “moderate spraying day”. Like many other residents in Shasta County, Wigington moved to the area to get away from the heavy pollution of Southern California that he grew up with as a child. His dreams of living off the land and becoming one with nature are now coming to a grinding halt as he is focusing his time and energy on the issue of geo-engineering.

Wigington became concerned about SAG when he began to notice dramatic changes in the solar power that he uses to supply his home and property. Owner of one of the largest residential solar systems in Northern California, he began to notice very high declines in solar power. It can be decreased by as much as 60 percent on what he calls “heavy spraying days”. Wigington said, “The trails are literally blocking the sun”. He also went on to say that he regularly samples the fine dust layers on top of his solar panels and other outdoor surface areas and frequently finds very high levels of aluminum and barium. Wigington believes that these are a product of SAG programs.

At the same time as finding decreased solar power, Wigington also began to witness dramatic changes on his property as the trees, grass, insects and wildlife started dying. This led him to get his first rain test just four years ago. The results were shocking as they found aluminum levels at 7 ug/l or 7 parts per billion. Although aluminum can be found around the world in smaller quantities, geo-hydrologists told him that this number was quite high. Since that time, he has had aluminum tests escalate as high as 50,000 percent to 3,400ug/l. That is literally toxic rain. These results prompted him to get additional pH tests from two USDA soil scientists which yielded more shocking results. The pH of the soil was 6.6 in one area and 7.4 in another. This is over 11 times the normal alkalinity of the soil which should be in the range of 5.0 to 5.5. It is important to note the tests were taken in the forest far removed from any highway or industry.

When asked what these changes can do to the ecosystem, Wigington replied by saying that it is devastating. He went on to say, “if this continues, we can only expect to see things get much worse. Not only are we seeing our trees dying here, but also a major decline in our wildlife and fish”. As a matter of fact, Wigington stated that according to The National Oceanic Atmospheric Administration, the salmon run, once seen in abundance in this area has declined from 769,868 in 2002 to 39,530 in 2009. That is over a 90 percent decline. Amazingly enough, this decline started occurring about the same period of time when residents began to see a dramatic increase in what they believe to be SAG programs. Wigington’s efforts to get these issues and test results addressed has been largely ignored by government agencies and officials.

After a closer look at Wigington’s property, my initial awe of the beauty and breath taking views led to sadness, frustration and anger over the contamination that is literally destroying the eco-system. This led me to investigate further by seeking an expert in biology. I packed up the car and headed north to the breathtaking town of Mt. Shasta. Mt. Shasta has been known for its beauty, clean air and as being the source of water for some bottled water companies. Many travel from around the world to mountain climb and vacation in this beautiful part of Western America.

Francis Mangels, BS in Forestry, Masters in zoology and a retired soil conservationist and wildlife biologist who worked for the U.S. Forest Service for over thirty five years, welcomed me into his beautiful home in the town of Mt. Shasta to discuss the “hidden” crisis that is occurring. Mangels alerted me to the rapid decline of fish in the nearby rivers and streams. Mangels brought me to a nearby creek that had an abundant supply of fish just a few years ago. Because the primary diet of the fish in the creek is aquatic insects, he performed a standard sample method to measure the amount of insects present. The samples he had performed before the alleged aerosol spraying campaign had yielded an average of 1000aquatic insects. Our sample yielded only 31. This is over a 96% decline from samples taken just a few years ago. Mangels stated that because the fish live off of the insects, they are literally starving. This rapid decline is likely due to changes in the chemistry of the water. The only changes that Mangels is aware of are the dramatic increases of aluminum, barium and strontium which he believes is from SAG programs.

We also took time to test the pH of nearby soil and snow which contained over 10 times the alkalinity of the normal pH. Mangels has evidence that this drastic change in pH is also due to the massive increases of aluminum. He stated that forests, fields and farm ecologies thrive in acidic soils. Aluminum acts as a buffer that increases alkalinity and can decimate ecologies in large amounts. Mangels also pointed out that snow on Mt. Shasta was tested and sent to the Environmental Protection Agency (E.P.A.) who found results that contained 61,100 ug/l or parts per billion of aluminum and 83 ug/l of barium. The normal amount of aluminum in the snow at Mt. Shasta is 0.5 ug/l. Drinking water allowable is 50ug/l. That means that the snow on Mt. Shasta has tested at 1200 times more poisonous than water standards allow for aluminum. Mangels said, “Mountain climbers that come from around the world are drinking the poisonous water from the snow on the mountain”. Mangels went on to say that government action is required at just 1000 ug/l of detected aluminum. Although he alerted several government agencies of these findings, no governmental action has been taken to date.

Mengels brought me to several other locations around the town of Mt. Shasta where he tested the soil, rain, water and snow that also yielded tests that revealed the pH to be over ten times the normal alkalinity. He went on to say that these types of changes in soil, water and snow are very uncommon except in other areas around the world where people have been witnessing what many believe to be spraying from SAG programs. Mengels also stated that these changes have produced an “ecological crisis” and will have horrible consequences if continued. Mengels said, “Losses to our economy will be incredible and are on their way as we speak. Tree growth will be decreased which will result in the loss of logging jobs. It is also causing the decline of naturally occurring plant and grass growth that occurs in the normally acidic soils of grazing pastures, resulting in the demise of our grazing industry, fishing industry, and worst of all, basic agriculture in Northern California.”

What is amazing is that these tests and many others throughout the world are largely being ignored by the very governmental entities that are required to address them. Some politicians, like Mt. Shasta City Council member Ed Valenzuela may choose to ignore the issue. Valenzuela was made aware of the mass contamination at a city council meeting where he stated that the city did not want to sample the water for aluminum because the request was a “can of worms” that would, “open a Pandora’s box” that the city would have to pay for. Although several local citizens volunteered to pay the $22.00 cost of the test at an EPA lab, both Republican Committee Chairman Russ Porterfield, and Valenzuela voted no to having the water tested. The mayor Stearns wanted the test, but was overruled by a 3-2 vote. This response is not uncommon as Mengels has presented this issue and his scientific data to over 15 local and federal agencies including Senator Feinstein and Senator Boxer’s office. To date he has received no response or action.

Is it a coincidence that the substances found in the rain, snow and soil in this region and around the world match the exact substances that scientists are “considering” implementing in various geo-engineering campaigns throughout the world? If not, then why have agencies and officials largely ignored these findings that are destroying our planet’s eco-system? Could it be that officials are fearful of exposing a massive cover-up of a world-wide ecological crime? Or is it the belief that this issue is simply too large and too complicated a problem for them to tackle? Whatever the reason for this ignorance, we need to demand that our questions and shocking test results get addressed not only in Shasta County, but in every part of the world. Our future on this planet is dependent on this issue being addressed.

Because this movement has come under attack from those who appear to be protecting the many political and corporate interests associated with SAG, it is essential that all of us around the world get involved by testing the rain, snow, soil and various outdoor surfaces and reporting the results to our elected officials and local environmental agencies. We must also reach out and educate all those involved with SAG who might be unaware of the environmental implications associated with their programs. Testing for pH changes and metals is simple and can be performed almost anywhere at a nominal price. Environmental warfare is defined as the intentional modification or manipulation of the natural ecology, such as climate and weather, earth systems such as the ionosphere, magnetosphere, tectonic plate system, and/or the triggering of seismic events (earthquakes) to cause intentional physical, economic, and psycho-social, and physical destruction to an intended target geophysical or population location, as part of strategic or tactical war.” (Eco News)

What are the underlying causes of extreme weather instability, which has ravaged every major region of the World in the course of the last few years?

Hurricanes and tropical storms have ravaged the Caribbean. Central Asia and the Middle East are afflicted by drought. West Africa is facing the biggest swarm of locusts in more than a decade. Four destructive hurricanes and a tropical rain storm Alex, Ivan, Frances, Charley and Jeanne have occurred in a sequence, within a short period of time. Unprecedented in hurricane history in the Caribbean, the island of Grenada was completely devastated: 37 people died and roughly two-thirds of the island’s 100,000 inhabitants have been left homeless; in Haiti, more than two thousand people have died and tens of thousands are homeless. The Dominican Republic, Jamaica, Cuba, the Bahamas and Florida have also been devastated. In the US, the damage in several Southern states including Florida, Alabama, Georgia, Mississippi and the Carolinas is the highest in US history.

A study released in July 2003, by the World Meteorological Organization (WMO) places the blame, without further examination, at the feet of global warming:
“These record extreme events [high temperatures, low temperatures and high rainfall amounts and droughts] all go into calculating the monthly and annual averages which, for temperatures, have been gradually increasing over the past 100 years,” the WMO said in its statement (CNN, July 3, 2003, http://www.cnn.com/2003/WEATHER/07/03/wmo.extremes/ )
While global warming is undoubtedly an important factor, it does not fully account for these extreme and unusual weather patterns.

Weather Warfare

The significant expansion in America’s weather warfare arsenal, which is a priority of the Department of Defense is not a matter for debate or discussion. While, environmentalists blame the Bush administration for not having signed the Kyoto protocol, the issue of “weather warfare”, namely the manipulation of weather patterns for military use is never mentioned.

The US Air Force has the capability of manipulating climate either for testing purposes or for outright military-intelligence use. These capabilities extend to the triggering of floods, hurricanes, droughts and earthquakes. In recent years, large amounts of money have been allocated by the US Department of Defense to further developing and perfecting these capabilities.
Weather modification will become a part of domestic and international security and could be done unilaterally… It could have offensive and defensive applications and even be used for deterrence purposes. The ability to generate precipitation, fog, and storms on earth or to modify space weather, … and the production of artificial weather all are a part of an integrated set of technologies which can provide substantial increase in US, or degraded capability in an adversary, to achieve global awareness, reach, and power. While there is no firm evidence that the US Air Force weather warfare facilities have been deliberately applied to modify weather patterns, one would expect that if these capabilities are being developed for military use, they would at least be the object of routine testing, much in the same way as the testing of new conventional and strategic weapons systems.

Needless to say, the subject matter is a scientific taboo. The possibility of climatic or environmental manipulations as part of a military and intelligence agenda, while tacitly acknowledged, is never considered as relevant. Military analysts are mute on the subject. Meteorologists are not investigating the matter, and environmentalists are strung on global warming and the Kyoto protocol.

Ironically, the Pentagon, while recognizing its ability to modify the World’s climate for military use, has joined the global warming consensus. In a major study (pdf) , the Pentagon has analyzed in detail the implications of various global warming scenarios.

The Pentagon document constitutes a convenient cover-up. Not a word is mentioned about its main weather warfare program: The High-Frequency Active Auroral Research Program (HAARP) based in Gokona, Alaska –jointly managed by the US Air Force and the US Navy.

Alex, Ivan, Frances, Charley and Jeanne (August-September 2004): Four destructive hurricanes and a tropical rain storm occur in a sequence, within a short period of time. Brazil March 2004: The first-ever hurricane formed in the South Atlantic, striking Brazil with 90 mph winds and causing up to a dozen deaths. “Meteorologists were left scratching their heads in bewilderment as the familiar swirl of clouds, complete with a well-defined eye, appeared in an oceanic basin where none had been spotted before.” (WP, 19 September 2004, See also http://www.climate.org/topics/climate/brazil_hurricane.shtml )

Japan, China and the Korean Peninsula: “Japan has suffered its highest number of typhoon strikes on record, and the storms — which hit at the rate of one a week for much of the summer — wreaked havoc in Taiwan, China and the Korean Peninsula.” (ibid)

China (August 2004): Typhoon Rananim, the worst in 48 years, has killed at least 164 people and injured more than 1800 in China’s Zhejiang province. Rananim is confirmed by China’s meteorological authorities to be the strongest to hit the Chinese mainland since 1956. India, early 2003: a pre-monsoon heat wave caused peak temperatures of between 45 and 49 degrees Celsius (113 to 120 degrees Fahrenheit), killing more than 1400 people.(Ibid)

Sri Lanka, “heavy rainfalls from Tropical Cyclone 01B exacerbated already wet conditions, causing flooding and landslides and more than 300 fatalities.” (Ibid)

Western Europe Summer 2003: experienced extremely high Summer temperatures. “Switzerland experienced its hottest June [2003] in at least 250 years while in the south of France average temperatures were between 5 and 7 degrees Celsius (9 to 13 degrees Fahrenheit) warmer than the long term average. England and Wales also experienced their hottest month since 1976.” (Ibid)

Climatic Manipulation by the US Military: The HAARP Program

The High-Frequency Active Auroral Research Program (HAARP) based in Gokona, Alaska, has been in existence since 1992. It is part of a new generation of sophisticated weaponry under the US Strategic Defense Initiative (SDI). Operated by the Air Force Research Laboratory’s Space Vehicles Directorate, HAARP constitutes a system of powerful antennas capable of creating “controlled local modifications of the ionosphere” [upper layer of the atmosphere]:
“[HAARP will be used] to induce a small, localized change in ionospheric temperature so that resulting physical reactions can be studied by other instruments located either at or close to the HAARP site”. (HAARP website)
Nicholas Begich –actively involved in the public campaign against HAARP– describes HAARP as:
“A super-powerful radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. World renowned scientist Dr. Rosalie Bertell depicts HAARP as “a gigantic heater that can cause major disruptions in the ionosphere, creating not just holes, but long incisions in the protective layer that keeps deadly radiation from bombarding the planet.” (quoted in Chossudovsky, op cit.)

According to Richard Williams, a physicist and consultant to the David Sarnoff laboratory in Princeton

HAARP constitutes “an irresponsible act of global vandalism.” He and others fear a secret second stage where HAARP would “beam much more energy into the ionosphere. HAARP has been presented to public opinion as a program of scientific and academic research. US military documents seem to suggest, however, that HAARP’s main objective is to “exploit the ionosphere for Department of Defense purposes.” (quoted in Chossudovsky, op cit).

Without explicitly referring to the HAARP program, a US Air Force study points to the use of “induced ionospheric modifications” as a means of altering weather patterns as well as disrupting enemy communications and radar. (Ibid)

HAARP also has the ability of triggering blackouts and disrupting the electricity power system of entire regions.

An analysis of statements emanating from the US Air Force points to the unthinkable: the covert manipulation of weather patterns, communications systems and electric power as a weapon of global warfare, enabling the US to disrupt and dominate entire regions of the World.

Weather Warfare: A Corporate Bonanza

HAARP has been operational since the early 1990s. Its system of antennas at Gakona, Alaska, was initially based on a technology patented by Advanced Power Technologies Inc. (APTI), a subsidiary of Atlantic Ritchfield Corporation (ARCO). The first phase of the HAARP Ionospheric Research Instrument (IRI) was completed by APTI. The IRI system of antennas was first installed in 1992 by a subsidiary of British Aerospace Systems (BAES) using the APTI patent. The antennas beam into the outer-atmosphere using a set of wireless high frequency transmitters.

In 1994, ARCO sold its APTI subsidiary, including the patents and the second phase construction contract to E-Systems, a secretive high tech military outfit with links to the CIA (http://www.crystalinks.com/haarp.html ).

E-Systems specializes in the production of electronic warfare equipment, navigation and reconnaissance machinery, including “highly sophisticated spying devices”:

“[E-Systems] is one of the biggest intelligence contractors in the world, doing work for the CIA, defense intelligence organizations, and others. US$1.8 billion of their annual sales are to these organizations, with $800 million for black projects-projects so secret that even the United States Congress isn’t told how the money is being spent.( http://www.earthpulse.com/haarp/vandalism.html )

With the purchase of APTI, E-Systems acquired the strategic weather warfare technology and patent rights, including Bernard J. Eastlund’s US Patent No: 4,686,605 entitled “Method and Apparatus for Altering a Region in the Earth’s Atmosphere, Ionosphere and/or Magnetosphere”.

It is worth mentioning that the Eastlund /APTI patents were based on the research of Yugoslav scientist Nicola Tesla (many of whose ideas were stolen by US corporations). Eastlund described this deadly technology as capable of:

“causing…total disruption of communications over a very large portion of the Earth…missile or aircraft destruction, deflection or confusion… weather modification…” ( http://www.wealth4freedom.com/truth/12/HAARP.htm ),

Not surprisingly, the patent had previously been sealed under a government secrecy order.

Barely a year following the E-Systems purchase of APTI’s weather warfare technology, E-Systems was bought out by Raytheon, the fourth largest US military contractor. Through this money-spinning acquisition, Raytheon became the largest “defense electronics” firm in the World.

Meanwhile, ARCO which had sold APTI to E-Systems, had itself been acquired by the BP-AMOCO oil consortium, thereby integrating the largest oil company in the World (BP).

Raytheon through its E-Systems subsidiary now owns the patents used to develop the HAARP weather warfare facility at Gakona Alaska. Raytheon is also involved in other areas of weather research for military use, including the activities of its subsidiary in Antarctica, Raytheon Polar Services.

“Owning the Weather”: Towards the Expanded Final Stage

During the Clinton administration, the “Filled Developmental Prototype” (FDP), namely a system composed of an array of 48 active antenna elements with connected wireless transmitters, was installed and completed at the HAARP facility in 1994. (See Figure 1 below) Under the initial Developmental Prototype (DP), only 18 of the 48 transmitters were connected.

Bernard Eastlund in a 1997 interview described this antenna array in its Filled DP stage as the “the largest ionospheric heater ever built”.

This system of 48 antennas, however, while fully operational, was not according to Eastlund, powerful enough (in 1997) “to bring the ideas in his patents to fruition”:
. “But they’re getting up there”, he said. “This is a very powerful device. Especially if they go to the expanded stage.” (quoted in Scott Gilbert, op cit, see also http://www.emagazine.com/january-february_1997/0197currhaarp.html )
This ‘final expanded stage’ envisioned by Eastlund, which will provide maximum capability to manipulate the World’s weather patterns, has now been reached.

Under the Bush administration, the main partner of Raytheon (which owns the patents) in the construction and development stage of the HAARP antenna array, is British Aerospace Systems (BAES), which had been involved in the initial installation of the antenna array in the early 1990s.

The multimillion dollar contract was granted by The Office of Naval Research to BAES in 2003, through its US subsidiary BAE Systems Advanced Technologies Inc. The contract was signed barely two months before the Anglo-American invasion of Iraq.

Using Raytheon’s technology, BAES was to develop the HAARP Ionospheric Research Instrument (IRI) to its maximum capabilities of “Full size or final IRI (FIRI)”.

In April 2003, BAE Systems Advanced Technologies outsourced the production and installation of the antennas to Phazar Corp (http://www.phazar.com/ ), a company specializing in advanced wireless antennas for military use. (Phazar owns Antenna Products Corporation of Mineral Wells, Texas http://www.antennaproducts.com/ ). Phazar was entrusted with producing and installing 132 crossed dipole antennas items for the HAARP facility. (http://www.antennaproducts.com/News%20Release%2004-18-03.pdf )

A year later, in April 2004, the final phase in the expansion of the HAARP facility was launched. (Dept of Defense, 19 April 2004). This phase consisted in equipping all the 180 antennas with high frequency transmitters. BAE Systems was awarded another lucrative contract, this time for $35 million.

In July 2004, Phazar had delivered and installed the 132 crossed dipole antennas including the antenna support structures and ground screen items at the HAARP facility, bringing the number of antennas from 48 under the FDP stage to 180. (see Table 2).

Meanwhile, BAE Systems had contracted with Jersey based defense electronics firm DRS Technologies, Inc in an $11.5 million outsourcing arrangement, the production and installation of the high-frequency (HF) radio transmitters for the HAARP antenna array. DRS specializes in a variety of leading edge products for the U.S. military and intelligence agencies. ( http://www.drs.com/corporateinfo/index.cfm ).

Under its contract with BAE Systems Information and Electronic Warfare Systems in Washington, D.C., DRS is to manufacture and install “more than 60 Model D616G 10-Kilowatt Dual Transmitters” to be used with the HAARP system of antennas. (It is unclear from the company statements whether all the 180 antennas will be equipped with a transmitter, bringing the system up to full IRI capabilities).

Deliveries and installation are to be completed by July 2006. While HAARP is described as a “research project”, the production of the transmitters was entrusted to DRS’ C41 “Command, Control, Communications, Computers and Intelligence (C4I) Group”

It is worth noting that the expansion of the antenna array (e.g. during 2003-2004) required, as part of the contracts reached with BAE Systems and its various subcontractors, the routine testing of the installed weather warfare equipment. An intermediate stage Limited IRI (LIRI), could be in operation by 2004, following the completion of the 180 antenna array under the Phazar contract and pending the final delivery of the remaining HF radio transmitters.

In this regard, a report published by the Russian parliament (Duma) in 2002, suggests that the US Military had plans to test its weather modification techniques at its Alaska facility, as well as at two other sites:
“The committees reported that the USA is planning to test three facilities of this kind. One of them is located on the military testing ground in Alaska and its full-scale tests are to begin in early 2003. The second one is in Greenland and the third one in Norway.

“When these facilities are launched into space from Norway, Alaska and Greenland, a closed contour will be created with a truly fantastic integral potential for influencing the near-Earth medium,” the State Duma said.

The USA plans to carry out large-scale scientific experiments under the HAARP program, and not controlled by the global community, will create weapons capable of breaking radio communication lines and equipment installed on spaceships and rockets, provoke serious accidents in electricity networks and in oil and gas pipelines and have a negative impact on the mental health of people populating entire regions, the deputies said. Whether this report by the Russian Duma on testing “starting in early 2003″ is correct or not, the US administration must be confronted nationally and internationally, at the political and diplomatic levels, at the UN and the US Congress, by the international scientific community, by environmentalists and the antiwar movement. The future of humanity is threatened by the use of weather modification techniques.

Moreover, to wage an effective campaign, it is essential that corroborating scientific investigation of the unusual weather occurrences observed in recent years (and particularly since early 2003) be undertaken. This investigation should be far-reaching, collecting relevant data, correlating specific weather occurrences to recorded antenna activity at the Alaska site as well as at the two other sites, etc.

The Full Size Ionospheric Research Instrument FIRI stage, described as “a maximum size of 180 antenna elements, arranged in 15 columns by 12 rows” is scheduled to be completed by mid-2006 (assuming the installation of the remaining dual transmitters), at which time the HAARP program will have reached its maximum FIRI capacity, meaning the ability to selectively modify, for military use, weather patterns anywhere in the World.
“The IRI is currently [June 2004] composed of 48 antenna elements and has a power capacity of 960,000 watts. When installed, the additional 132 transmitters will give HAARP a 3.6 mega-watt capacity [see Table 2 below]. This advanced stage of full capacity (FIRI) corresponds to what the US Air Force has called “Owning the Weather”:
US aerospace forces [will] ‘own the weather’ by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications… From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary… In the United States, weather-modification will likely become a part of national security policy with both domestic and international applications. Weather Warfare against “Rogue States”

The unusual climatic occurrences in the US and Western Europe have been extensively documented.

However, what the news media has failed to underscore is that a number of unusual and dramatic climatic changes have occurred in recent years in countries which are identified as possible targets under the US Administration’s pre-emptive war doctrine.

Weather patterns in North Korea, for instance, have been marked since the mid-1990s by a succession of droughts, followed by floods. The result has been the destruction of an entire agricultural system. In Cuba, the pattern is very similar to that observed in North Korea. (see Table 3)

In Iraq, Iran and Syria, a devastating drought occurred in 1999. In Afghanistan, four years of drought in the years preceding the US led invasion in 2001, have led to the destruction of the peasant economy, leading to widespread famine.

While there is no proof that these weather occurrences are the result of climatic warfare, Phillips Geophysics Lab, which is a partner in the HAARP project provides a course for military personnel at the Hanscom Air Force Base in Maryland, on “Weather Modification Techniques”. The course outline explicitly contemplates the triggering of storms, hurricanes, etc. for military use. Weather manipulation is the pre-emptive weapon par excellence. It can be directed against enemy countries or even “friendly nations”, without their knowledge. Weather warfare constitutes a covert form of pre-emptive war. The manipulation of climate can be used to destabilize an enemy’s economy, ecosystem and agriculture (e.g. North Korea or Cuba). Needless to say it can trigger havoc in financial and commodity markets and can potentially be used as an instrument of “insider trade” for financial gain. It has the ability of destabilizing a country’s institutions. Concurrently, the disruption in agriculture creates a greater dependency on food aid and imported grain staples from the US and other Western countries.

The Bush administration has stated that it reserves the right to attack these countries preemptively, with a view to ensuring the security of the American homeland.

Washington –as part of its nuclear posture review– has threatened several countries including China and Russia with pre-emptive nuclear strikes. One would assume that the same targeting of rogue states exists with regard to the use of weather modification techniques”.

While there is no evidence of the use of weather warfare against rogue states, the policy guidelines on “weather intervention techniques” have already been established and the technology is fully operational.

Table 3: Unusual Weather Occurrences: North Korea, Cuba, Afghanistan and Iraq

North Korea

Recurrent flooding and drought often in the same year has hit North Korea since 1995, 220,000 people died in the ensuing famine, according to Pyongyang’s own figures. U.S. figures place the number of deaths resulting from famine at 2 million.

The first major flooding occurred in 1995.

There were floods and drought in 1999. The serious water shortage resulting from the 1999 drought was conducive to the destruction of crops.

“The temperature of water in rice fields goes beyond 40 degrees and the tall rice plants fresh from the rice seedling beds are withering. In particular, nearly all after-crop maize seedlings and seeds are perishing,” it added.

In 2001, in June there was an extensive drought with rainfall just 10% of normal levels, which served to undermine agricultural crops. And then a few months later, in October, there were extensive floodings leading to the further destruction of rice harvests and a crisis situation in food distribution.

“Officials in Kangwon province – an area which already suffers food shortages – say the impact of the torrential rain and flooding has been devastating. The normal recorded rainfall for October should be around 20mm. But in the worst-affected areas 400mm (18 inches) of rain fell in just 12 hours. “It was the worst flooding we’ve had since records began in 1910,” said Kim Song Hwan, head of the government’s Flood Damage Rehabilitation Committee for the region. Cuba

For several years Cuba has been affected by recurrent droughts. In 1998, rainfall in Eastern Cuba was at its lowest level since 1941.
A United Nations team estimated 539,000 people, 280,000 of them farmers, were directly affected by reduced availability of food or reduced income through production losses. Some reported effects are: hunger in areas; a loss of up to 14% of the sugar cane crop planted last year and a reduction in this spring’s planted crops, since rains were not sufficient for some seeds to germinate (which will reduce next year’s crop); as much as 42% losses in food staples such as root vegetables, beans, bananas, and rice in the five eastern provinces; and livestock, poultry, and egg production losses

In 2003, a devastating drought hit the Western part of Cuba

In 2004 May-June, the country is hit by the worst drought in its history:
“A severe drought enveloping eastern Cuba has eroded 40 percent of the farmland, starved thousands of heads of cattle and has close to 4 million people counting every drop of water they consume.” The drought is described as the worst in 40 years.

“The drought has robbed underground water levels of some 10 feet over the past 10 years, leaving over 5,000 wells across the province dry,” said Leandro Bermudez, a geologist and the second man at Cuba’s National Institute of Hydraulic Resources. (MSNBC, 21 June 2004 http://msnbc.msn.com/id/5262324
The cities are running out of water. According to the Independent, “Drought is bringing Cuba to its knees
Unnoticed by the world, the longest dry period for decades has brought much of Cuba to its knees. Could this be the crisis that finally destroys Fidel’s revolution?

“All across central and eastern Cuba, farmers, ranchers, city dwellers and government officials are scrambling to deal with a punishing drought that began a decade ago and intensified in the last two years.

Although traditionally arid, the provinces of Holguin, Camaguey and Las Tunas hold some of Cuba’s finest pasture and farmland and have long been crucial to this communist nation’s dairy, beef and agricultural industries.

More than 12,500 cattle have died in Holguin alone in 2004 and milk production has fallen 20 percent. The price of beans, plantains, sweet potatoes and other staples has soared in private markets.

The drought has caused millions of dollars in losses and officials are spending millions more digging wells, building a water pipeline and taking other measures to try to ease the crisis – huge sums in an impoverished nation struggling through tough economic times and a battle with the United States.

Officials also have moved thousands of cattle to more fertile areas and are working furiously to finish a 32-mile pipeline that will draw water to Holguin city from Cuba’s largest river, the Cauto. The above report date to September 2004, it was published before, the hurricanes hit the Cuban coastline followed by torrential rains.

Afghanistan and The former Soviet Republics of Central Asia

The worst drought in Afghanistan history occurred in the three consecutive years prior to the onslaught of the US led invasion, from 1999 to 2001. The agricultural recovery of the 1990s, in the wake of the Soviet-Afghan war was brought to a standstill.

In the wake of the US led 2001 invasion, the United States supplied Afghanistan with genetically modified wheat and appropriate types of fertilizer to be used with the GM wheat, which was said to be high yield drought resistant. The donation of GM wheat, however, also led to destabilizing the small peasant economy because the GM wheat varieties could not reproduced locally. In 2002, famines which were barely reported by the media, swept the country.

Similar although less severe conditions prevailed in the former Soviet republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan.

Like Afghanistan, Tajikistan has had its infrastructure ruined by prolonged civil war with Muslim fundamentalists. Since then, the worst regional drought in 74 years has destroyed food crops over a large part of the nation, rendering almost half of the 6.2 million people in the country vulnerable to the threat of famine and disease, up from 3 million last year. About the only portion of the economy that has been unaffected is the drug trade. Tajikistan is the transit route for 65 to 85 percent of heroin smuggled out of Afghanistan, the world’s largest producer. Triggered by the lowest rainfall (2001) in living memory, vast tracts of Iran, Uzbekistan, Pakistan and Tajikistan are being reduced to desert as the water table sinks, long-established wells dry up and herds of livestock perish.

The crisis appears to fulfill alarming climate change predictions suggesting that states along the old Silk Road will experience steeper rises in temperature than any other region on earth. By the end of the century it will be 5C hotter in an area which regularly sees the thermometer soar above 40C.

The study, published last year by the Tyndall Centre for Climate Change Research at the University of East Anglia, predicted that Asian countries from Kazakhstan to Saudi Arabia will warm up more than twice as much as others. “Several states,” the report added, “including Uzbekistan, Tajikistan, Afghanistan and Iran, [are facing] famine.”

In Tajikistan, the United Nations appealed for aid to avert disaster. “Substantial foreign aid is needed or else there will be a large-scale famine,” said Matthew Kahane, the UN’s humanitarian aid coordinator, speaking from the capital, Dushanbe.

“The country has had its lowest rainfall for 75 years. Families who survived last year by selling their cows and chickens now have no other means of coping. Some households have sold the glass out of their windows and the wooden beams from their roofs to raise money for food.”

Iraq

In 1999, Iraq suffered its worst drought of the century, with the effect of triggering an even greater dependence on imported grain under the oil for food program. There was a drop of up to 70 percent in domestic yields of wheat, barley and other cereals, which served to further weaken the country’s economy, crippled by economic sanctions and the routine bombing by allied aircraft in the no-fly zones.

A similar (although less serious) situation prevailed in Syria and Iran, marked by significant declines in agricultural output.

The Russian Navy reports that the U.S. created the earthquake in Haiti

The Russian Northern Fleet indicates that the earthquake that devastated Haiti was clearly the result of a test by the U.S. Navy through one of its earthquake weapons and drew up a diagram of linear succession in relation to earthquakes reported to have occurred by chance to the same depth in Venezuela and Honduras.

The Northern Fleet has been monitoring the movements and activities of U.S. Marines in the Caribbean since 2008 when the Americans announced their intention to reestablish the Fourth Fleet, which was disbanded in 1950, and that Russia responded a year later, with the Fleet led by the nuclear-powered cruiser Peter the Great “by starting its first exercises in this region since the end of the Cold War.”

Since the end of the decade of the 70′s in the last century, the U.S. “advanced a lot” in the state of its earthquake weapons and, according to these reports, they now use equipment with Pulse, Plasma and Tesla Electromagnetic and Sonic technology together with “shock wave bombs.”

The report also compares the experiences of these two earthquake weapons of the U.S. Navy last week, when the test in the Pacific caused an earthquake of magnitude 6.5 to strike in the area around the town of Eureka, Calif., causing no casualties. But the test in the Caribbean caused the death of at least 140 thousand innocent people.

According to the report, it is “more than likely” that the U.S. Navy had “full knowledge” of the catastrophic damage that this test earthquake could potentially have on Haiti and had pre-positioned its Deputy Commander of the Southern Command, General PK Keen, on the island to oversee aid work if needed.

As regards the final result of the tests of these weapons, the report warns that there is a U.S. plan to destroy Iran through a series of earthquakes designed to overthrow its current Islamic regime. Additionally, according to the report, the system being tested by the USA (HAARP Project) would also create anomalies in the climate causing floods, droughts and hurricanes.

According to another report, coincidentally, facts exist establishing that the earthquake in Sichuan, China on 12 May 2008, a magnitude 7.8 on the Richter scale, was also caused by HAARP radio frequencies. It can be observed that there is a correlation between seismic activity and the ionosphere, through the control of Radio Frequencies Induced by force fields, which is a HAARP feature, and it can be concluded that:

1 .- Earthquakes identical in depth and linearly on the same fault are caused by induced frequency linear projection.

2 .- A coordinated satellite configuration can generate concentrated frequency projections targeting specific points (force fields).

3. A diagram shows that earthquakes considered to be artificial propagate linearly at the same depth.

- Haiti, on 12 January 2010. Depth: 10 km.

The rest of the aftershocks occurred at depths close to 10 km.

Soon after the earthquake, the Pentagon said the hospital ship USS Comfort, which was docked in Baltimore, summoned its crew and sailed to Haiti, despite the fact that several days would elapse before arrival in Haiti. Nevertheless, Navy Admiral Mike Mullen, Chairman of the Joint Chiefs of Staff, said the U.S. armed forces were preparing an emergency response to the disaster.

General Douglas Fraser, Commander-in-Chief of USSSOUTHCOM, said that Coast Guard and U.S. Navy vessels in the region were sent to offer help even if they had limited resources and helicopters.

The New Zealand Herald, citing the files, said that senior United States defence officials believed the weapon had the potential to be as deadly as the atomic bomb. But the tsunami bomb, as it was known, was never fully tested and the war ended before the project was completed.

Its mastermind was Thomas Leech, an Australian professor who as the dean of engineering at Auckland University from 1940 to 1950. He was seconded to the New Zealand Army during the Second World War. He set off a series of underwater explosions that triggered mini tidal waves at Whangaparaoa, just north of Auckland, in 1944 and 1945.

Details of the research, known as Project Seal, are contained in 53- year-old documents released by the New Zealand Ministry of Foreign Affairs and Trade.

The papers, stamped “Top Secret”, show that America and Britain were keen for Seal to be developed in the postwar years. They even considered sending Professor Leech to Bikini Atoll to watch the US nuclear tests and see if they had any application to his work.

In the end, he did not make the visit, although Dr Karl Compton, a member of the US board of assessors of nuclear tests, was sent to New Zealand to meet him.

In July 1946, a letter from Washington to Wellington Defence Headquarters stated: “Dr Compton is impressed with Professor Leech’s deductions on the Seal Project and is prepared to recommend to the Joint Chiefs of Staff that all technical data from the test, relevant to the Seal Project, should be made available to the New Zealand government for further study.”

The announcement in 1947 that he had been awarded a CBE for weapons research led to speculation in some newspapers outside New Zealand about the nature of the work that he had been conducting. No details were released about it at the time because the project was still under way.

Neil Kirton, a former colleague of Professor Leech, told the New Zealand Herald that the experiments involved laying a pattern of explosives underwater to create a tidal wave.

Small-scale explosions were set off in the Pacific and off Whangaparaoa, which was controlled by the army at the time. Mr Kirton said he doubted whether people living in Auckland at the time would have noticed the trials.

What happened to Project Seal once the final report was forwarded to Wellington in the late 1940s is not clear.

Mr Kirton said: “If it could ever be resurrected, under some circumstances I think it could be devastating.”

What matters here is not to take a stand. In keeping with our approach, though often misunderstood, we maintain that it is impossible to have a good grasp of international relations without studying what the leaders of this planet are thinking. Prevailing conformity has led to a situation where, while no one is ruffled when we report on contentious issues kindling in Washington, a general outcry is fueled when the controversy stems from a non-aligned country. It would appear that Europeans have a preconceived opinion that only “western” concerns are pertinent while all the others should not be taken seriously. One of our collaborators attempted to trace the origin of the allegation regarding the possible artificial causes of the earthquake in Haiti. He was concerned that the whole thing might have been a hoax launched by a certain David Booth (alias Sorcha Faal), which then penetrated government circles throughout the world. In the end, we are not sure exactly who is behind the allegation, but what we know for certain is that this issue is being heatedly discussed at the highest level in several countries in Latin America, Eastern Europe and Asia. As editor-in-chief of Voltaire Network, I made the decision to research and translate the dispatch from VivéTv, which had been disseminated as a communiqué on the website of the Communications Ministry of Venezuela, and to publish it together with the related video from Russia Today, preceded by the remark: “Oddly enough, the Venezuelan channel designates the Russian Army as the source of these claims whereas the Russian channel attributes them to President Chávez.” While these elements were faithfully relayed by numerous newspapers, especially in the Middle East, they were distorted by the Atlanticist media which chose to reflect Sorcha Faal’s article. Faal pulled certain fragments from the VivéTv text, and by adding inverted commas put them into Hugo Chávez’s mouth. What was initially intended as a working hypothesis has been converted into the Government’s position. Some of these media outlets went so far as to completely fabricate the context in which President Chávez expressed himself, pointedly implying that the President and his audience suffer from acute anti-american frenzy and that Voltaire Network shares the same ailment. But instead of yielding to this manipulation, let us go deeper into this hypothesis. How much do we know about seismic weapons at present ? During the Second World War, a group of New Zealand researchers attempted to develop a device capable of provoking tsunamis that could be unleashed against Japan. The research work was conducted by Thomas Leech, an Australian national, at Auckland University behind the code name of “Project Seal”. Several small-scale test explosions were carried out successfully, between 1944 and 1945, at Whangaparaoa off the coast of Auckland. The United States deemed this programme to be as equally promising as the “Manhattan Project”, involving the development of the atomic bomb, and appointed Dr. Karl T. Compton to maintain the liaison between the two research units. Compton was an American physicist and president of the Massachusetts Institute of Technology from 1930 to 1948. The work started by Thomas Leech was pursued during the Cold War. In 1947, King George VI elevated him to the rank of Knight of the British Empire for his role in the elaboration of this new weapon. At the time, Project Seal was still a military secret and it was therefore not disclosed that Thomas Leech had in fact been rewarded for concocting the “tsunami bomb”. Subsequently, the US intelligence services covered it up by claiming that the research had never really existed and that the whole thing had been an artifice to impress the Soviets. However, the authenticity of Leech’s tests was established in 1999, when the New Zealand Ministry of Foreign Affairs declassified part of the documentation. The research studies are officially back on track and taking place at the University of Waikato. [2] It is not known whether the research undertaken by the Anglo-Saxons continued during the 60’s, but it was resumed by force of circumstances when atmospheric nuclear tests were abandoned in favour of sub-marine tests. The United States were afraid of provoking earthquakes and tsunamis unintentionally. They preferred to learn how to do it intentionally. Officially, at the end of the Vietnam War, the United States and the Soviet Union gave up environmental wars (earthquakes, tsunamis, environmental balance destabilization, atmospheric modification – clouds, rain, cyclones, tornadoes -, modification of the climate, ocean currents, the ozone layer and the ionosphere) upon signing the 1976 “Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques”. Nevertheless, in 1975, the USSR embarked on a new research, this time in the field of Magnetohydrodynamics (MHD) for the purpose of studying the earth’s crust and be able to anticipate earthquakes. The Soviets examined the possibility of provoking small quakes in order to forestall a big one. This research was quickly militarized and resulted in the construction of Pamir, the earthquake machine. After the dismemberment of the USSR, those in charge of this programme decided to go to the United States for lure of money, but the Pentagon refused to pay them since their research was incomplete. In 1995, when Russia was governed by Boris Yeltsin and oligarch Viktor Chernomyrdin, the US Air Force recruited the researchers working at their Nizhny Novgorod laboratory. They built a much more powerful machine, Pamir 3, that was tested successfully. At that point, the Pentagon bought the men together with the material and shipped them to the United States, where they were incorporated into the HAARP programme. However, the most discussed one is the 12 May 2008 earthquake in Sichuan (China). During the 30 minutes that preceded the earthquake, the inhabitants of the region observed atypical colours in the sky. While some interpreted these events as a sign that the sky was repudiating the Communist Party, others reacted in a more rational way. The same energy used to provoke the earthquake is also likely to have perturbed the ionosphere. 30 minutes before the 2008 Sichuan earthquake in China Back to Haiti Nothing distinguishes an artificial earthquake from a natural one; this being said, it should be specified that it is possible to induce only superficial earthquakes, like the one in Haiti. What is particularly disturbing is the reaction of the United States. While the Western media are immersed in a controversy over the violation of Haiti’s sovereignty, the Latin American media are perplexed about the swiftness of GI deployment: as of the first day, more than 10000 soldiers and contractors arrived in Haiti. This logistical feat can be easily explained since these troops were already pre-positioned in the context of a military exercise. Under the orders of General P.K. Keen, Military Deputy Commander of U.S. Southern Command (USSOUTHCOM), they took part in an excercise simulating a humanitarian operation in Haiti after a hurricane. Keen and his staff had arrived a few days earlier. At the precise moment that the earth shook, they were already sheltered in the US Embassy, built in compliance with anti-earthquake norms; only two men who were not at the Embassy but at the Hotel Montana have been reported injured. General Keen has granted several interviews to the US media, which has provided ample coverage mainly focusing on the relief operations. While Keen’s presence in Port-au-Prince during the earthquake has been referred to several times, the reasons for his presence were never mentioned. Among the objectives of the military exercise was the application of a new software enabling the NGOs and the armed forces to coordinate their humanitarian efforts. In the few minutes that followed the catastrophe, the software was put on line and 280 NGOs readily signed up. It is legitimate to question whether such coincidences are simply due to chance. According to Russia Today, Venezuelan President Hugo Chávez Frías evoked the possibility that the United States are behind the series of earthquakes that struck the Caribben region last week, including the one that devastated Haiti. However, according to Vive Tv, the allegation originated with the Russian armed forces. Be that as it may, Venezuela, Bolivia and Nicaragua have requested the UN Security Council to convene an emergency session. This forum will be expected to examine these charges and look into the “humanitarian” invasion of Haiti by US troops.

VIVE TV: A report from the Russian Northern Fleet [transmitted to the Government of Venezuela] would seem to indicate that the earthquate that devastated Haiti was the “clear result of a seismic weapons test recently conducted by the US Navy”.

The Northern Fleet has been monitoring the movements and U.S. naval activities in the Caribbean since 2008 when the Americans announced their intention to re-establish the Fourth Fleet which had been dissolved in 1950, to which Russia responded a year later with a Russian fleet headed by the nuclear cruiser Peter the Great, thus kicking off its first exercise in this region since the end of the Cold War.

Since the late 1970s, the U.S. have made tremendous progress in their seismic weapons research and, according to these Russian sources, currently employ devices based on Pulse, Plasma, Electromagnetic and Sonic technology combined with shock wave bombs.

The report also compares two analogous tests carried out by the U.S. Navy last week: a 6.5 magnitude earthquake that hit the area around the town of Eureka, California, without causing any casualties, and the one in the Caribbean that caused the death of at least 140 thousand innocent people.

As indicated in the report, it is “more than likely” that the U.S. Navy had “full knowledge” of the catastrophic damage that this test would potentially inflict on Haiti, which would explain why Lieutenant General P. K., Military Deputy Commander of U.S. Southern Command (USSOUTHCOM) had been pre-positioned on the island to oversee the anticipated relief efforts. [1]

The report further indicates that the ultimate goal of these tests is related to plans which foresee the destruction of Iran through a series of earthquakes designed to neutralize the current Islamic regime.

According to the report, the system being tested by the United States (HAARP, for High Frequency Active Auroral Research Program) is also capable of creating weather anomalies which cause floods, droughts and hurricanes [2].

According to a previous report, the available data coincides with the one associated with the 7.8 magnitude earthquake that struck Sichuan (China) on 12 May 2008, and which was also caused by electromagnetic waves emitted by HAARP.

One can observe a correlation between seismic activities and the ionosphere, which is a HAARP feature:

1. Earthquakes identical in depth and linearly on the same fault are caused by induced frequency linear projection.

2. A coordinated satellite configuration can generate concentrated frequency projections targeting specific points (hippocampus).

3. A diagram shows that earthquakes considered to be artificial propagate linearly at the same depth.

A depth of 10 kms was also observed in the case of other replicas.

Following the earthquake, the Pentagon announced that the hospital ship USNS Comfort, which was anchored in Baltimore, summoned its crew and sailed to Haiti, despite the fact that several days would elapse before its arrival. Nevertheless, Admiral Mike Mullen, Chairman of the Joint Chiefs of Staff, announced that the U.S. armed forces were preparing an urgent response to the catastrophe.

General Douglas Fraser, Commander-in-Chief of USSOUTHCOM, indicated that Coast Guard and Navy vessels had been dispatched to Haiti, despite their limited cargo of helicopters and material. The super carrier USS Carl Vinson was sent from Virginia with a complete consignment of planes and helicopters. It arrived in Haiti on January 14 in the afternoon, as specified by Fraser who also remarked that additional helicopter groups would be joining the Carl Vinson.

USAID was already on the spot before the earthquake.

President Obama was informed about the earthquake on January 12 at 17h52 and ordered emergency services to be provided to the staff of his Embassy and humanitarian assistance to the population.

According to the Russian report, the State Department, USAID and the U.S. Southern Command launched their humanitarian invasion by deploying 10000 soldiers and contractors, in lieu of the United Nations, to take control of Haitian territory following the “devastating experimental earthquake.

SECRETARY COHEN:
Senator Nunn, thank you very much. As Senator Nunn
has indicated, he and I have worked for many years together, along
with Senator Lugar. The two of these gentlemen I feel are perhaps the
most courageous and visionary to have served in the Senate. They were
largely responsible, of course, for adopting the so-called Nunn/Lugar
legislation.

I’ll comment on that later during the course of the morning, but I’ve
had occasion to meet with a number of Russian counterparts, and as we
go through various translations of the communications that we’re
having, the two words they are able to articulate very clearly, they
say “Nunn/Lugar, Nunn/Lugar.” So they know exactly what that means,
and that means the Cooperative Threat Reduction Act that these two
gentlemen were indispensable in shepherding through the United States
Congress.

It was Nunn/Lugar I that dealt with the reduction of nuclear weapons
between the United States and the Soviet Union in terms of trying to
come to grips with how we helped the Russians dismantle hundreds of
their nuclear weapons, and also helped them with their destruction of
chemical weapons. But they, of course, have looked beyond simply that
particular relationship, which is very important, but also looking to
the future that we face as far as the rise of terrorism — both
international and domestic — and finding ways in which the Department
of Defense can become involved in helping local states and local
agencies to deal with the threat of terrorism which is quite likely to
increase in the coming years.

It’s a pleasure for me to be here. Both Senator Nunn and Senator Lugar
are close friends, and I look forward to, I think, a very productive
seminar. Once again demonstrating that although Senator Nunn has left
public service in the Senate, he has not left public service as far as
the nation is concerned.

…Let me ask if there are any questions for Secretary of Defense
Cohen.

Q: The dual containment policy in Iran and Iraq, do you think that’s
conducive to regional stability in that region? And do you think (it)
can cause further terrorism in the United States? That type of
containment policy in the Middle East.

A: I think Secretary Albright articulated our policy as far as dealing
with Iraq, that it’s clear that we have been unable to strike any kind
of a productive relationship with Saddam Hussein, and as soon as
Saddam Hussein is no longer the head of that government, that there’s
(a) new regime that follows him, that we will look forward to finding
ways in which we could engage them in a much more productive fashion,
particularly after they comply with all of the UN sanctions. There’s
an eagerness on our part to do that. But I think as long as he remains
in office as the head of that state, it’s unlikely that we could have
anything but the current policy in place, with very little prospects
for relief.

With respect to Iran, I think Iran continues to present a long-term
threat to the region. They are acquiring and have acquired weapons of
mass destruction, substantial levels of chemicals and we believe
biological weapons as well. They have made an effort to acquire
nuclear capability. So I think that our policy of dual containment is
the right one, and we are going to encourage our allies to support
that one.

Q: What does it mean that Clinton (inaudible) proliferation?

A: To the extent that we see the level of communication available
today, the Internet and other types of interwoven communicative skills
and abilities, we’re going to see information continue to spread as to
how these weapons can be, in fact, manufactured in a home-grown
laboratory, as such. So it’s a serious problem as far as living in the
Information Age that people who are acquiring this kind of information
will not act responsibly, but rather act in a terrorist type of
fashion.

We’ve seen by way of example of the World Trade Center the
international aspects of international terrorism coming to our home
territory. We’ve also seen domestic terrorism with the Oklahoma
bombing. So it’s a real threat that’s here today. It’s likely to
intensify in the years to come as more and more groups have access to
this kind of information and the ability to produce them.

Q: How prepared is the U.S. Government to deal with (inaudible)?

A: I think we have to really intensify our efforts. That’s the reason
for the Nunn/Lugar II program. That’s the reason why it’s a local
responsibility, as such, but the Department of Defense is going to be
taking the lead as far as supervising the interagency working groups,
and to make the assessments as to what needs to be done. So we’re
going to identify those 120 cities and work with them very closely to
make sure that they can prepare themselves for what is likely to be a
threat well into the future.

Q: Let me ask you specifically about last week’s scare here in
Washington, and what we might have learned from how prepared we are to
deal with that (inaudible), at B’nai Brith.

A: Well, it points out the nature of the threat. It turned out to be a
false threat under the circumstances. But as we’ve learned in the
intelligence community, we had something called — and we have James
Woolsey here to perhaps even address this question about phantom
moles. The mere fear that there is a mole within an agency can set off
a chain reaction and a hunt for that particular mole which can
paralyze the agency for weeks and months and years even, in a search.
The same thing is true about just the false scare of a threat of using
some kind of a chemical weapon or a biological one. There are some
reports, for example, that some countries have been trying to
construct something like an Ebola Virus, and that would be a very
dangerous phenomenon, to say the least. Alvin Toeffler has written
about this in terms of some scientists in their laboratories trying to
devise certain types of pathogens that would be ethnic-specific so
that they could just eliminate certain ethnic groups and races; and
others are designing some sort of engineering, some sort of insects
that can destroy specific crops. Others are engaging even in an
eco-type of terrorism whereby they can alter the climate, set
off earthquakes, volcanoes remotely through the use of
electromagnetic waves.

So there are plenty of ingenious minds out there that are at work
finding ways in which they can wreak terror upon other nations. It’s
real, and that’s the reason why we have to intensify our efforts, and
that’s why this is so important.

Q: What is response to (inaudible)?

A: We hope we will have access to the defector. In fact I was recently
in South Korea and talked with various officials in South Korea. As
soon as they complete their own interrogation of this defector, we
will have access to that individual. But much of what he has said to
date is reflected in the writings that he prepared last year. This is
prior to his defection. One would not expect a potential defector to
be writing about anything other than what the official doctrine or
dogma is of the North Korean government at that time. He is saying
essentially what we have known for a long, long time. Namely, that
North Korea poses a very serious threat against South Korea, and
potentially even Japan, by virtue of having the fourth largest army in
the world, by having 600,000 or more troops poised within 100
kilometers of Seoul, of possessing many SCUD missiles, also the
potential of chemically armed warheads, the attempt to acquire nuclear
weapons. So we know they have this potential, and the question really
is going to be what’s in their hearts and minds at this point? Do they
intend to try to launch such an attack in the immediate, foreseeable
future? That, we can only speculate about, but that’s the reason why
we are so well prepared to defend against such an attack to deter it
and to send a message that it would be absolutely an act of suicide
for the North Koreans to launch an attack. They could do great damage
in the short run, but they would be devastated in response. So we’re
hoping we can find ways to bring them to the bargaining table — the
Party of Four Talks — and see if we can’t put them on a path toward
peace instead of threatening any kind of devastating attack upon the
South.

Q: …a little bit about the situation in (inaudible)?

A: I really don’t have much more information than has been in the
press at this point. The Department has not been called upon to act in
this regard just yet, so I’m not at liberty to give you any more
information than you already have.
